A comparison between the duties and salaries here and elsewhere is afforded by an advertisement appearing in the "Surveyor" issue of January 7th, 1921, to the effect that the City Council of Bradford, Yorkshire, require the services of a Deputy Water Engineer at a salary of £700 per annum rising to £1,000. I attach a copy of this advertisement.

14.

The Executive Engineer in Charge of the Water Supply

here is at present receiving £640 per annum.

15.

-

The responsibilities of the latter Officer are certainly greater than would be those of a Deputy in the Water Engineers' Office of a Town such as Bradford. The Executive Engineer here has, under the authority of the Director of Public Works, detailed charge of a supply gathered from many sources - supplied at levels ranging from sea-level to 1,800 ft. above it · two Main Pumping Stations and several subsidiary ones Fitting Shops carrying out repairs not only to Pumping Machinery but also to Steam Rollers, Lorries, Cranes, &c., &c., but above all he has to arrange and balance various sources of supply and to so arrange the daily routine of distribution that 450,000 people, in addition to shipping, may be supplied each day.

16. I also attach particulars with respect to the following appointments which have been recently advertised:- For 3 Architectural Assistants in Hongkong and Shanghai

£1,000 per annum.

For 2 Architectural Assistants in the Straits Settlements.

Architectural Assistants in the Government of Bombay.

For 1 Engineering Assistant, Singapore.

17.

The salaries and prospects of the Assistant Engineers even with the more recent revision of pay granted them appear to compare unfavourably with those of the Surveying Staff; many of these Officers were promoted from the Surveying Staff to their present appointment not only because they had performed their duties satisfactorily as Surveyors but, because in addition, they
